I guess theoretically I could move the lower layers up, lower their opacity, do the painting layer somehow trying to ignore the random shit over the masking area, and then put all the layers back where they were, but that sounds horrible. Digitally, a layer mask or alpha mask is a greyscale image which adds transparency to a layer or layer group depending on the amount of black in the mask.

Altering the opacity of the mask layer (obviously) then messes up the painting layer, since it's alpha locked, and apparently toggling visibility on a layer is considered the same as setting alpha to 0 because then the painting layer doesn't stay within the mask.
